To comprehensively promote quality-oriented education, further strengthen physical education in schools, effectively improve the physical health of young students, and facilitate their all-round development, the Ministry of Education and the General Administration of Sport of China issued Document No. 5 (2006) of the Education, Sports and Art Department — Opinions of the Ministry of Education and the General Administration of Sport of China on Further Strengthening School Physical Education and Effectively Improving Students’ Physical Health.
To fully implement the Party’s educational policy, earnestly uphold the guiding principle of “health first”, set off a mass sports exercise boom among hundreds of millions of students nationwide, and effectively improve students’ physical health, in conjunction with the full implementation of the National Student Physical Health Standard, the Ministry of Education, the General Administration of Sport of China and the Central Committee of the Communist Youth League jointly issued Document No. 6 (2006) of the Education, Sports and Art Department — Notice of the Ministry of Education, the General Administration of Sport of China and the Central Committee of the Communist Youth League on Launching the National Sunlight Sports Campaign for Hundreds of Millions of Students.
To further strengthen physical fitness among young people, fully apply the Scientific Outlook on Development, thoroughly implement the Party’s educational policy, vigorously advance quality-oriented education, and cultivate qualified builders and reliable successors for the cause of socialism with Chinese characteristics, the CPC Central Committee issued Document No. 7 (2007) on May 7, 2007 — Opinions of the CPC Central Committee and the State Council on Strengthening Physical Education and Enhancing Physical Fitness Among Young People.
On October 24, 2007, the On-site Meeting of Heilongjiang Provincial Universities on the “Sunlight Sports Campaign” was held at the Second Campus of Harbin Institute of Technology. More than 100 delegates from over 70 regular institutions of higher education, vocational colleges and independent colleges across the province attended the meeting. At the conference, leaders of the HIT Physical Education Department exchanged experience with the delegates. Against this background, a series of Sunlight Sports activities at Harbin Institute of Technology were launched in full swing.
With the attention of university leaders and the support of relevant departments and schools/colleges, colorful and highly effective mass sports competitions, student sports festivals, sports associations and clubs have been carried out on campus. An annual selection of advanced units for mass sports in the Sunlight Sports Campaign is also held, with awards presented at the opening ceremony of the University Sports Meet.
Launching the “Sunlight Sports Campaign” is an important part of school physical education and a long-term strategic measure to improve students’ physical health. When organizing the Sunlight Sports Campaign, the Physical Education Department emphasizes “five integrations”, reflects “three characteristics” and fulfills “three requirements”, namely:
Five integrations:
  1. Integration with students’ physical health;

  2. Integration with physical education teaching;

  3. Integration with extracurricular sports activities;

  4. Integration with small-scale and diverse sports competitions;

  5. Integration with one hour of daily physical exercise.

Three characteristics:
  1. Wide participation and extensive coverage;

  2. Rich and varied content;

  3. Diverse methods and forms.

Three requirements:
  1. Be oriented to all students, achieve full participation, comprehensive integration and all-round improvement;

  2. Form concerted efforts, implement joint management and establish a long-term mechanism;

  3. Maintain regularity, uphold diversity, persist in publicity and keep an open attitude.

A series of Sunlight Sports competitions sponsored by the University Physical Education Department mainly include: Chinese-Foreign Students Fun Sports Meet, Campus Relay Race, Bodybuilding Competition, Basketball League, Track and Field Sports Meet, Football Match, Badminton Match, Freshmen Sports Meet, Volleyball Match, Healthy Youth Skills Competition, Swimming Competition, Table Tennis Match, etc.
